The Saratoga County Industrial Development Agency, or SCIDA, is the public benefit corporation that provides tax incentives for economic development projects in Saratoga County, with offices at 50 West High Street in Ballston Spa. The agency works alongside the Saratoga County Capital Resource Corporation and the Saratoga Economic Development Corporation, and the Luther Forest Technology Campus in Malta is its best-known project area.
SCIDA approves payment-in-lieu-of-taxes agreements and sales and mortgage tax exemptions for qualifying projects, and publishes its uniform tax exemption policy, labor policy, fee schedule and project list. Public meeting agendas, minutes, annual reports, audited financials and a 2026 economic impact analysis of county development projects are posted on the agency’s site.
